Atlanta, GA – The Georgia Department of Human Services (DHS) today announced two changes to staff in its external affairs team. Kylie Winton, who most recently served as Director of Communications, will continue her service to the state as DHS’s Assistant Deputy Commissioner of External Affairs. Filling her role as Director of Communications will be Ellen Brown, who most recently served as Deputy Director of Communications.

Kylie Winton will serve as the Assistant Deputy Commissioner of External Affairs. She most recently served as Director of Communications. Prior to joining DHS in 2021, she worked in communications in the administration of Governor Brian P. Kemp and at the Georgia Department of Transportation. She has also served in multiple capacities on campaigns across the state. Winton holds a bachelor’s degree in political science from Georgia State University. She and her husband reside in Woodstock.

Ellen Brown will serve as the Director of Communications. She most recently served as Deputy Director of Communications. Previously, she held a communications position in DHS’s Division of Family & Children Services. A native of Florida, Brown began her career with the Florida Senate before joining the Florida Department of Children and Families. She holds a bachelor’s degree in English from the University of Florida. She resides in Brookhaven with her husband and their two children.
